Six core functions of change

Identifying the need for change

Before initiating change, it is critical to identify the most effective approach. This begins with a structured assessment of the proposed project, designed to ensure all stakeholders have a clear understanding of expectations and objectives. Consider meeting with key partners to review the intended change. The change identification process may assist in completing other areas of the project.

Functions of change:

This function entails assessing the current state to determine necessary changes for improvement. It involves gathering relevant data, clearly defining the problem or opportunity, and setting specific, measurable objectives for the desired future state.

Consider:

  • Clearly defining the proposed project with input from key partners.
  • Identifying key partners including change sponsors.
  • Reviewing existing processes to identify areas where changes may have the greatest impact.
  • Reviewing standards and best practices to set benchmarks.
  • Assessing change impact at the individual and organizational level.
  • Assessing potential risks associated with change.
  • Identifying individual and organizational readiness.
  • Setting measurable goals for the desired future state.

The Communication and Engagement function focuses on building trust and transparency, fosters partnership buy-in, addresses concerns, manages resistance, and aligns vision with execution. Effective communication and meaningful engagement cultivates a sense of belonging, participation, and support throughout the change process.

Consider:

  • Developing a communication plan tailored to different audiences.
  • Conducting partner interviews and surveys.
  • Using multiple channels to share updates.
  • Hosting interactive sessions like town halls or Q&As.
  • Addressing concerns and resistance openly and with empathy.
  • Highlighting success stories and quick wins.
  • Gathering feedback regularly and adjust messaging as needed.
  • Defining success metrics aligned with change goals.
  • Aligning activities to the level of engagement needed to support change

The Education & Capacity function focuses on enhancing the organization’s ability to initiate, sustain, and evolve change. By strengthening competencies and organizational resilience this function supports long-term sustainability of the change.

Consider:

  • Assessing current capabilities and identify skill gaps.
  • Designing targeted training programs for different roles.
  • Providing access to tools and resources that support the change.
  • Encouraging knowledge sharing through communities of practice.
  • Mentoring and coaching leaders to champion the change.
  • Evaluating training effectiveness and refine as needed.
  • Equipping individuals with the knowledge, skills, and resources required to implement change.
  • Piloting new processes & gather feedback before roll out.
  • Monitoring adoption rates and address barriers.

Implementation Support translates change concepts into actionable plans by bringing structure, timelines, and measurable actions that guide the change from conception through execution.

Consider:

  • Translating vision into objectives and key deliverables.
  • Developing a detailed project plan with timelines, responsibilities and contingencies Assigning roles and accountability across teams.
  • Implementing in phases to manage risk and complexity.
  • Continually monitoring progress and team performance over time.
  • Adjusting plans based on feedback and performance data.

By measuring the effectiveness and impact of change efforts, the Evaluation function enables evidence-based adjustments, supports continuous improvement, and ensures accountability for outcomes.

Consider:

  • Measuring success metrics aligned with change goals.
  • Collecting data pre- and post-implementation.
  • Conducting surveys and interviews to gauge partner sentiment.
  • Analyzing results to identify strengths and gaps.
  • Sharing findings with leadership and teams.
  • Incorporating lessons learned into future initiatives.

Sustainment reinforces new behaviours and practices to ensure the change is embedded into everyday operations. Closure formalizes the transition, recognizes completion, and institutionalizes the new changes into a new normal within the organization.

Consider:

  • Reinforcing new behaviors through policies and performance metrics.
  • Recognizing and rewarding adoption of the change.
  • Transferring ownership to operational teams.
  • Documenting processes and lessons learned.
  • Conducting a formal project close-out and celebration.
  • Monitoring long-term outcomes to ensure sustainability.
